Health Technology Assessment (HTA) is a process by which governments (or the government-authorised insurers that pay for healthcare) try to assess the value of medicines, medical devices and other medical interventions in comparison with their costs.
This short survey represents a unique opportunity for patient groups across Europe to FIND OUT WHAT THEY COLLECTIVELY THINK ABOUT HTA TODAY, and to CLARIFY THEIR POTENTIAL CONTRIBUTION towards making HTA more equitable from the patients' perspective.
The survey results will be placed in the public domain, SO THAT YOUR GROUP CAN MAKE USE OF THE DATA COLLECTED. If you wish to be emailed a copy of the survey results upon publication (expected to be late 2009), please leave a contact email address at the end of the questionnaire.
The CLOSING DATE for the survey is Friday 30th October 2009.

Die Fragen sind für Personen, die sich mit der Thematik nicht eingehender befasst haben, anspruchsvoll. So soll eingeschätzt werden, ob die "HTA activies" in Deutschland "accountable" sind, was wohl in diesem Zusammenhang "Transparenz" meint. "Accountability" ist ein Konzept der Ethik im staatlichen oder unternehmerischen Handeln. Eine andere Frage bezieht sich auf die Möglichkeiten, die Patienten oder Patientengruppen haben, sich gegen HTA-Einscheidungen zu wehren. Der Tenor wird klar: Ziel der Befragung ist, zu zeigen, dass die Bewertung von Medikamenten und Therapien nach Evidenzkritierien, wie sie in Deutschland vom Institut für Qualität und Wirtschaftlichkeit im Gesundheitswesen (IQWiG) oder dem Gemeinsamen Bundesausschuss (G-BA) angelegt werden, die Patienteninteressen nicht berücksichtigen.
Der eigentliche Auftraggeber der Studie versteckt sich hinter der PR-Firma Hill & Knowlton. Zu den Kunden der Kommunikationsagentur gehören Pharmaunternehmen, aber auch Regierungen wie die chinesische.
Die Pharmaindustrie will Patientenverbände als Verbündete im Kampf gegen Kosten-Nutzen-Bewertungen von neuen Therapien gewinnen. Dass dies erfolgreich sein kann, hat Roche vor zwei Jahren in England
gezeigt.---

Patients’ groups distrust ‘big pharma.
The majority of patients’ organisations consider pharmaceutical companies untrustworthy, according to a survey conducted by a UK-based consultancy to be released on Friday.
